Cottonwood fluff. If anything, it's too volatile and burns up quickly. It doesn't work wet though, so I guess it wouldn't merit the top spot.

Ive been using river birch bark for years and keep a handful in my tinder kit. Sadly the last year they they seem to be dieing off at an alarming rate here in upper north east Ohio.
